It was a little time ago when we reported that a ROM of Android 4.3 hit a Nexus 4. Though it was not official update, but it brought an update to Play Store also. Play Store version on this leaked ROM is 4.2.3. System dump of Android 4.3 is available to download via XDA developers.
For those who are interested, they can download and upgrade their Play Store. There is not any significant changes in this and last version. Google may push this to your devices soon.
